Singapore – On 17 November 2022, AECOM joined the Land Transport Authority (LTA) of Singapore to celebrate the official opening of the Thomson East Coast Line Stage 3 (TEL), the latest addition to the TEL Mass Rapid Transit (MRT) line. With passenger operations beginning on November 13, 2022, more than 180,000 households are now within a 10-minute walk from an existing TEL station. This reduces commuters’ travel time between Northern Singapore to the city centre by around 40 percent and lightens the load on existing rail lines and bus services.

AECOM provided LTA with consultancy services for the detailed design and construction support of the metro project for the Package C of the TEL under the ‘C2104’ contract. The contract included a route length of a 6-kilometre-long bored tunnel and five underground stations, including two interchange stations, threading through a high-end residential area to Singapore’s main shopping belt at Orchard, starting from Stevens station, through Orchard Boulevard, Orchard, Great World City and ending at Havelock station. AECOM also provided detailed design and construction support for mechanical & electrical services for 11 stations from Stevens to Gardens by the Bay (with the exception of Napier Station) under the ‘C2107’ contract. This scope also covered Alteration & Addition works to the existing services at four interchange stations – Outram Park station, Orchard Station, Stevens Station and Marina Bay Station – to integrate TEL3 with those interchanges. AECOM’s responsibilities included the environment control system, fire protection system, electrical services, authority and agency statutory compliance, and submissions under the appointed Qualified Persons for mechanical & electrical services.
Throughout the contract, AECOM’s multi-disciplinary team provided civil and structural, architectural, geotechnical, plumbing and sanitary services and mechanical and electrical services. Additionally, AECOM was involved in the completion of the environmental impact assessment, traffic impact assessment, utilities diversions, reinstatement works, CSD/SEM production and construction support. AECOM also appointed the Qualified Persons for Civil and Geotechnical engineering, responsible for the authorities’ and agencies’ statutory compliance and submissions. Other underground works AECOM conducted included pipe roofing, sinking shaft construction, and tunneling and underpinning below residential houses and a 9-storey high-rise building. For AECOM’s work in the new erection of the TEL Orchard MRT Station and A&A to the existing ION and North South Line Orchard MRT station, it has received the 2022 Infrastructure Award at the IStructE Singapore Structural Awards 2022.
